Job Description

Key Objectives and Areas of Responsibility for Sourcing Roles in general:

Overall Role Purpose / Key Objective:

  • The role manages range of integrated Procurement services at country level for the business partners (divisions) in their scope.
  • The role achieves greatest value contribution, benefit realization and efficiency from all procurement activities and ensure customer satisfaction by meeting their demands in terms of quality, price and service.
  • This embraces: close cooperation with regional and sub-regional sourcing organization to develop and implement best local procurement strategies, leading local procurement teams, identify and recommend ´best in class´ suppliers and maintain good relationships with those within their scope.
  • The role also leads sourcing strategy developments, execution and implementation on a sub-regional level for selected clusters the role is mandated to and support the countries in the sub region in the realization.

Key Stakeholders / Business Partners:

  • The role supports Business Units / Business Partners in their scope (country as the Head of Country Procurement and on sub-regional level for mandated clusters), build and maintain close relationship with key suppliers, client contacts, stakeholders and key decision makers, working all together with regional and global Category Management (in a matrix organization) to deliver the benefits and savings for the business partners and for the Group.

Typical Scope & Complexities / Key Facts:
•Scope and Focus:•Spend: ~ 150m€ per annum overall in Belgium/Luxemburg (all categories excl. Transportation (150m€ and excl. Buildings)
•Categories:•Overall responsibilities for all categories incl. Transportation, excluding Building leases;
•Directly managing (Sourcing, SRM, etc.) the Transportation and IT clusters
•Countries: Belgium/Luxemburg within the role of Head of Procurement and Benelux within the mandated cluster(s)
•Responsible for budget adherence which is regionally managed
•Complexities: e.g. >30 categories (overall responsibilities as a Head of Country; individually ~9 category)
•Level of interactions: Key Business Partners are the MDs and CFOs of all Belux DHL business units and key stakeholders
•Authority Level: up to 1,0mio€ contracted spend
•Leadership / Team Size: 1 direct report and 2 dotted line reports (Sourcing Managers)

Serving as Procurement Professionals:
•Develop, maintain and share thorough knowledge of local, (sub-)regional level:
- markets / category trends
- suppliers / global players
- stakeholders / competitors
- policies and politics
- benchmarks / innovations
•Develop regional and contribute to global category sourcing strategies and initiatives and ensure country requirements and issues are addressed in (sub-)regional/global strategies
•Prepare & lead strategic supplier negotiation with local, (sub-)regional suppliers and prepare, conduct and lead tenders (incl. E-sourcing)
•Ensure effective implementation of DPDHL Procurement contracts by also tracking & maintaining accurate data in the Procurement tools: suppliers, rates, contracts, spend, projects, master data
•Ensure (sourcing, purchasing, company) policy adherence of regional / local Business Partners and compliance assessments
•Ensure local and (sub-)regional supplier management to corporate standards and identify new best in class local and (sub-)regional suppliers
•Country Heads: Achieve targets / budgets in the country

Dealing with Key Stakeholders / Business Partners:

  • Establish close relationships with Local and sub-regional (for mandated cluster) Business Partners to ensure solid understanding of business needs, strategies and programs•Act as trusted advisor to the Business Partners in Scope 
  • Ensure strong working relationship & cooperation with (in add. to BP):

           - region and corporate sourcing/category managers
           - strategic suppliers
           - external partnerships (other org.)

Leadership Responsibility:

  • lead, manage & develop the local Polish Procurement team and drive cluster strategies on sub-regional level for mandated cluster across in conjunction with the Sub-Regional Head


Desired Skills and Experience

Relevant Qualification:
-Relevant university degree and/or equivalent experience

Required Experience:
•More than 5 years of relevant experience in procurement thereof 2 years in international procurement
•Proven experience in managing successfully teams
•Experience with large size project management in matrix organizations
•Team leading experience in international environment
•Category / cluster knowlegde:•General category experience in all clusters (Indirect Spend) as Ground Fleet, IT-Telecoms, Network Supplies, Production Equipment, Facility Mgmt and Utilities, Services (as e.g. Consulting, Temp Labor, Marketing, travel, etc),
•professional category experiences in IT and Transportation preferred

Required Language skills:
•Very good English skills in writing and speaking as the role has to report to international management
•Very good Dutch language skills; French preferred
